The Vulnerabilities of Unborn & Babies

Delivered by Louise Roberts (Learning & Development Officer, Sefton Safeguarding Children Partnership) and
Angi Cullen (Named Midwife / Named Nurse for Safeguarding Children, Mersey West Lancashire Teaching Hospitals NHS Trust).

This briefing will aim to raise the understanding and awareness of the vulnerabilities of unborn and babies to support multi-agency safeguarding practice and consider multi agency policies and procedures to support this. There will be opportunities to consider findings from both local and national reviews, including :
‘Protecting all vulnerable babies better’
(National review into the death of baby Victoria Marten)

Professionals across all agencies need to use their professional curiosity to better understand what is happening to babies, including the unborn, to consider what their lived experiences and daily lives are like. This briefing should support professionals to identify when there is need for swift early intervention, not only to protect and safeguard this vulnerable group but to also ensure they have the best possible start in life.

Working Together 2026 states: 
‘Practitioners must maintain a child-centred approach for babies, recognising their specific vulnerabilities and ensuring that their needs and experiences are actively considered and represented. This includes, but is not limited to, interpreting non-verbal and pre-verbal cues, observing interactions and remaining professionally curious, particularly when relying on parent or carer accounts. The needs of unborn children should also be considered where there are concerns.. This approach sits within a whole family culture in which the needs of all members of the family are explored as individuals and how their needs impact on one another is drawn out’.
